JOB DESCRIPTION

Job Description:
- Responsible supervisory work in the promotions, operations and maintenance of NPA facilities. An employee in this class is responsible for day-to-day administration of municipal dockage and small to medium sized water craft fuelling facilities. The incumbent supervises a staff of NPA attendants and security personnel, assigns dockage space and maintains use records. Supervision is received from a remotely-located administrative superior who reviews reports and holds conferences with the employee. - Employees in this class are responsible for training, supervising and evaluating subordinate personnel. Duties include planning and implementing surveys and studies of similar facilities in the surrounding area in order to maintain competitive pricing levels.

Duties:
- Plans, assigns and supervises the work of subordinates engaged in the operation of municipal NPA facilities; secures maintenance personnel for repair activities.
- Plans, produces, organises and oversees public relations, marketing and promotions for the dockage and fuelling facilities at the NPA.
- Accepts reservations for incoming vessels; assigns berth space; maintains chart showing location of user water craft; collects dockage fees; maintains a record of arrivals and departures, assigned docks and receipts.
- Advises boat owners of local, state and Federal waterway regulations; provides information as to repair and provision facilities.
- Notifies boat owners/captains of boats taking on water and fires; contacts towing companies for emergency pumping or uses NPA pumps to handle small leaks.
- Makes recommendations regarding hiring, discipline and promotion of subordinates; provides input on employee performance; recommends leave and overtime.
- Must effectively and positively represent the City in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation.
- Must establish and maintain effective and professional relationships with work colleagues, supervisors and managers.

REQUIREMENTS

- Bachelor's Degree from an accredited university or college in business management, marketing, public administration, or related field. Completion of a Coast Guard boating safety course, Plus three years of experience in the operation and maintenance of dockage facilities.
- Additional education and experience or an equivalent combination of training and experience may be substituted for the above requirements.

Knowledge, Skills and Abilities:
- Considerable knowledge of the operation and maintenance requirements of docks and ancillary facilities.
- Considerable knowledge of nautical terms and marine customs. Knowledge of supervisory principles and practices.
- Some knowledge of Federal customs and immigration laws.
- Ability to regulate docking activities at a municipal berthing facility. Ability to handle a variety of boats in an emergency situation.
- Ability to establish and maintain effective working relationships with superiors, subordinates, berthing patrons and the public.
- Ability to maintain an effective record-keeping system.
- Ability to direct a group of subordinates in a manner conductive with full performance and high morale.
- Ability to swim.
- Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials, and members of diverse cultural and linguistic backgrounds regardless or race, religion, age, sex, disability, or political affiliation.
- Ability to establish and maintain effective and professional relationships with work colleagues, supervisors, managers and the public.
